The lore

The search for the Apollo 11 original telemetry tapes produced a paper trail that raised as many questions as it answered. In September of the multi-year investigation, researchers located a supplement to the Manned Space Flight Network Operations Directive — NOD — which specified what Apollo recordings would be made and where they would be shipped. The document named the Goddard organization responsible for receiving the tapes: the Data Services Section, Code 824.3. It also named the employee who managed the operation. That employee died in 1997.

At the Washington National Records Center in Suitland, Maryland, the accession files told a specific story. The original lodgment had covered 2,614 magnetic tape containers. A WNRC employee reported on May 4, 2006: "This was originally quite an extensive accession in our holdings... But over the years, mostly in the 1970s, most of the containers were permanently withdrawn by NASA." The charge cards from the withdrawals listed dates and box numbers — but rarely names. "Often even the name of the person doing the withdrawal is not included, with 'NASA Goddard' being written in its place."

The further the search went, the more it resolved into a bureaucratic negative space. Records of records. Withdrawals logged without signatories. A manager who knew the answer, gone.

The dossier exists. The contents have been classified differently.
