The lore

In 1996, the Air Force Research Laboratory published a research paper titled "Weather as a Force Multiplier: Owning the Weather in 2025," outlining the potential for electromagnetic environmental control as a military asset. It was unclassified. It is still available through the Air Force's own servers.

The atmospheric side of that research has a physical address: Gakona, Alaska. HAARP — the High-frequency Active Auroral Research Program — was constructed starting in 1990 as a joint DARPA and Air Force venture. Its principal instrument, a phased array of 180 HF dipole antennas spread across 33 acres, is capable of radiating 3.6 megawatts into the ionosphere. The Air Force transferred the facility to the University of Alaska Fairbanks in August 2015.

Meanwhile, patent filings tell a quieter story. BAE Systems filed US10368061B2 in April 2016 — a method for using high-power lasers to heat and ionize selective portions of the open atmosphere, altering their refractive index to function as aerial optical components: lenses, reflectors, projection surfaces. The patent uses the word "atmospheric" as a noun. The word "weapon" does not appear.

A mass hallucination is hard to engineer. A mass sighting is considerably easier, if you control the sky above it.
