The lore

On January 27, 1975, the Senate voted 82 to 4 to establish a select committee to investigate the full scope of U.S. intelligence operations. Chairman Frank Church of Idaho. Vice-Chairman John Tower of Texas. Sixteen months of work. Eight hundred witnesses. One hundred and ten thousand documents reviewed.

What the Church Committee surfaced was not a single rogue program. It was an architecture. COINTELPRO: covert disruption of domestic political movements. Project SHAMROCK: interception of international telegrams by major carriers since 1945. Project MINARET: NSA watch-list surveillance of American citizens, including sitting senators. The CIA's "Family Jewels" — an internal document cataloguing Agency misdeeds dating to the Eisenhower administration.

Phases, in other words. Not a conspiracy theory. A committee finding, published April 29, 1976, in six volumes.

The difference between a psyop and a policy program is often just the classification level and the interval between exposure and acceptance. The Four Phases is a diagram of the distance between those two points.

Every schematic on this tee has a real-world counterpart. The paperwork already exists.

The Senate Select Committee to Study Governmental Operations with Respect to Intelligence Activities — its formation, membership, findings, and outcome — is documented by the U.S. Senate Historical Office. The CIA's MKULTRA files, surfaced during the same investigation, are available through the CIA's MKULTRA reading room collection.
