The lore

In April 2016, BAE Systems filed patent application WO2016162696A1 — later granted as US10368061B2 — describing a method for using directed laser arrays to heat and ionize selected portions of the open atmosphere. The resulting cells, manipulated precisely, could function as lenses, reflectors, or diffusive surfaces. The patent describes them as capable of redirecting electromagnetic signals to any selected coordinate within a viewing region.

The patent does not describe a weapons system. It describes an optical component. One that exists in the air above you, can be assembled on demand, and disappears when the laser power is removed.

HAARP, meanwhile, is classified as a research facility. The Air Force Research Laboratory operated it from 1993 to 2014. Its phased antenna array radiates 3.6 megawatts into the ionosphere for the purpose of studying how that layer behaves under radio-frequency excitation. The University of Alaska Fairbanks has operated it since August 2015.

The ionosphere is the part of the atmosphere that carries long-range radio transmissions. It is also the part of the atmosphere that, when heated sufficiently, changes its electromagnetic properties.

The sky has always been a medium. The question is what, precisely, is currently running through it.
