The lore

On June 25, 2021, the Office of the Director of National Intelligence delivered a nine-page unclassified report to the Congressional Intelligence and Armed Services Committees. The document was titled Preliminary Assessment: Unidentified Aerial Phenomena. It covered 144 incidents reported by U.S. government sources between 2004 and 2021, the majority from U.S. Navy aviators.

Of those 144 reports, 80 involved objects observed simultaneously across multiple sensor systems — radar, infrared, electro-optical, weapons seekers, and direct visual confirmation. The ODNI identified exactly one object with high confidence: a deflating balloon. The remaining 143 remain unexplained.

The report acknowledged that "in 18 incidents, described in 21 reports, observers reported unusual UAP movement patterns or flight characteristics," including objects that appeared to remain stationary in headwinds, maneuver abruptly, or accelerate without discernible propulsion. It noted 11 documented near-miss events between military aircraft and UAPs.

The report also acknowledged the sociocultural problem: aviators feared career consequences for filing reports. The stigma, the document noted, had "lessened" — a word chosen carefully by people who understand the gap between lessened and gone.

The dossier asked for more funding. The 143 cases waited.
