Collection: Project Blue Beam Collection

In 1975, Senator Frank Church convened the Select Committee to Study Governmental Operations with Respect to Intelligence Activities. The Committee's reports — published 1975 and 1976 — documented MKULTRA, COINTELPRO, and a series of programs the agencies running them had been instructed to deny. The documents are on record at the Senate.

This collection sits adjacent to that record. CIA MKULTRA materials are catalogued in the agency's reading room. Project Stargate's remote-viewing files are public. HAARP, transferred to the University of Alaska Fairbanks in 2015, operates the world's most capable high-power HF ionospheric transmitter on the record. The designs trace the documented architecture of perception management without taking Serge Monast's word for any of it.
